| INTERRUPTIBLE
RATE RIDER
|
On request to the members taking power
under a commercial service, irrigation pumping and dryer service, demand energy and oil
well pumping service at a greater than 50% load factor during June through August, this
rider is effective.
|
| PROVISIONS FOR SERVICE:
|
|
The member pays for the cost of installation of control
devices and cooperative provides control devices for loads of 15 kilowatts or greater. For
loads less than 15 kilowatts, the member pays for all costs.
|
| ANNUAL REBATE:
|
|
$11 per KW or $8.21 per Horse Power (Horse Power = .746
x KW) controlled to be paid in October of each year. The load must be controllable during
June through August to be eligible for rebate. The load controlled will be evaluated by
the cooperative to establish or confirm the amount of load being controlled.

| PERIOD OF INTERRUPTION:
|
|
Interruptions are permitted from June through August
from 12:00 Noon to 10:00 p.m. A maximum of 120 hours per year of interruption is possible.
Each interruption will be rounded up to the next full hour for the purposes of determining
the number of hours interrupted.

| CONTRACT PERIOD:
|
|
An initial three year contract I required, with year to
year extensions until a three month cancellation notice is received by the cooperative.
Emergency cancellation of contracts will be allowed if a member requests that the
cooperative remove the control device immediately. The cooperative will remove the control
device as soon after an emergency request as possible. If the member requests termination
of the contract prior to the end of a contract year on an emergency basis, a $5 per
kilowatt fee will be charged. In addition, no rebate shall be paid if the member gets off
of the program prior to the end of the Period of Interruption. Except for the year of 1996
contracts may not start in the calender months of June, July or August. Requests for
service made during this time will become effective following the end of August. In the
event that a member wishes to terminate the contract prior to the end of the initial 3
year period, but at the end of a contract year, the following charges will apply: End of
year 1 - $300; End of year 2 - $150.

| EMERGENCY INTERRUPTIONS:
|
|
The cooperative may interrupt outside of the Period of
Interruption or for longer than 120 hours per year in the event of a system emergency. The
amount of interruption will be limited to the shortest possible time period required to
ensure system reliability.

| NON-COMPLIANCE PENALTY FOR
DELIBERATE TAMPERING WITH OR BYPASS OF CONTROL EQUIPMENT:
|
|
For the first occurrence of non-compliance, the member
will be charged 100% of the most recent rebate amount. Additionally, a rebate will be
given only for two-thirds of the kilowatts taken in the current Period of Interruption if
the member comes back into compliance with this rider. In the event no previous rebate has
been paid, the penalty will be calculated based on the previous years rate for a
comparable sized member. The second non-compliance penalty will be 150% of the most recent
rebate, excluding the effects of previous non-compliance penalties. Additionally, a rebate
will be given only for one-third of the kilowatts taken in the current Period of
Interruption if the member comes back into compliance with this rider. A third
non-compliance will result in a penalty of 200% of the most recent rebate, excluding the
effects of previous non-compliance penalties, removal from the interruptible program and
no rebate for the current Period of Interruption.

NOTE: This does not
include all possible charges such as Fuel and Purchased Power Adjustment,
taxes and 1% renewable energy surcharge.
